SCHOOL HISTORY

Background / History  of the School

The school is located at Don Juan Street, Gat. Mendoza, in the central portion of Brgy. Vitalez, Paranaque City. It occupies more or less 820  sq. m. of the  total land area of the barangay.  Due to industrialization scheme business is booming around so the landmarks near the school are the Air 21 Cargo Haus and the Terminal 2/Centennial Terminal. The school can be accessed using Baltao and MIA roads. Most of the people are natives of the barangay who are public and private employees while those who can afford of their education are professionals.  Our school is surrounded by a  community of more or less 4,500 residents from the said barangay.  Estimated population is  20%  belongs to 0-12 years of age; 22% from 13-20 years old; 50% from 21-50 years old; and 8% from 51 and above years of age.  However, sixty percent (60% ) of the pupils are Pasay residents while forty percent (40%) came from the city of Paranaque. And it is situated within the barangay  that accessible  to all means of land transportations except trucks and buses.

Barangay Vitalez, headed by the late Brgy. Chairman Rogelio G. Gatchalian made possible the realization of the establishment of a school in its site for the barangay residents and nearby places

June 2002 , a three-storey  building was named Vitalez Elementary School through the active participation of Dr. Rolando L. Magno Schools Division Superintendent and Kagawad Enrico R. Esguerra, Barangay Vitalez Chairman of Education.  It started  its first operation in SY 2002-2003 under the administration of Dr. Ligaya L. Rodriguez.  With her were thirteen  ( 13)  teachers,  six ( 6) support personnel and four hundred four ( 404) school learners . August 2003 , it was renamed Rogelio G. Gatchalian Elementary School in memory of the late barangay captain Rogelio G. Gatchalian who was instrumental and main proponent for the establishment of the school sponsored by City Councilor Fe S. Factor, Committee on Education.  It was resolved through the City Government Resolution No. 02-39 copy furnished DepED Division of City Schools, Paranaque City.

On August 25, 2003, Mrs. Demetria M. Hernandez was appointed as School Head. The school enrolment  population in SY 2002-2003 has increased from four hundred four (404)  to six hundred eighty one (681) in SY 2006-2007.  This maybe due to learners’  proximity  to their residences.  At the same time , there was  an increment in the number of teachers from thirteen to seventeen. During her term temporary canteen area   and the fourth floor roofing was built  through the support of Mayor Jun Bernabe.

Through Mam Hernandezadministration , phase II was made realized.  On a parcel of land purchased through Resolution No. 03-08 through former City Mayor Joey P. Marquez, an extension building and a bigger school canteen were constructed and completed in June and December, 2005 respectively through the financial assistance  of the Paranaque City Government under the administration of former City Mayor Florencio “ Jun” Bernabe.

The construction of the extension school building made a physical change in the school.  Several facilities were added such as H.E/Canteen, Guidance  Center and SPED room, a more spacious clinic, principal’s office and a faculty audio /video room.

June 2006 with congressional funds thru the effort of former Congressman of District I Eduardo “EDZA” Zialcita in coordination with the DPWH one million pesos worth of repair project for the school was given.  Two washrooms for Kindergarten and SPED room  were built, ten panel doors were used to repair those  of the old school building and improvement of a bigger clinic. On the same year, DPWH started the tiling of the first floor building  included the H.E/Canteen, Clinic and Guidance .      Came January 2007, a new school head Mrs. Teresita S. Medina was appointed in the place vacated by Mrs. Demetria Hernandez who was transferred to SAES.  Her mission is to continue making improvement and development  in all aspect concerning school and it’s clientele.

July 2009, another school head assumed the office in the name of Mrs. Marita G. Briones.  There were improvements made such as the movement of the school library to a more spacious room, a newly refurbished  principal’s office, and an arc bearing the school name was installed and a wash area was constructed at the right side  front of the school building.

March 2012 up to July 31, 2013, Dr. Jose Mari M. Aure headed the school after passing the qualifying exams for principals.

August 2, 2013 Miss Vilma F. Forbes  assumed  office in place of Dr. Jose Mari M. Aure who was promoted as Division Education Supervisor I . Upon her seat, she abruptly made a lot of changes and improvements in the school to make it more friendly school.  Guidance room and clinic were transferred  to second floor for flood safety purposes. More bulletin boards were displayed  for easy transfer of information to the pupils, parents, teachers and other stakeholders . She re-engineered the “Gulayan sa Paaralan” and through her initiative  and with the support of PTA officers, Backyard fence  was rehabilitated.  As the year is about to end on December 1, 2014, Miss Vilma F. Forbes bid goodbye to RGGES as Mrs. Susan Corro assumed office as the Officer  In-Charge.

Mrs. Corrostayed in our school for only one year and eight (8) months but for this short period of time, she made a lot of improvements like the following:  1) fish pond  2)  canteen pathway going to backyard  3) washing area  4) gate canopy  5) hydroponics   6) garden landscape near the flag pole 7) transfer of Guidance from 2nd floor to 1st floor  where it is now our Guidance Center located. September 2016 Mrs. Corro was transferred to PES II.

September 2016, Mrs. Lanely S. Solito from Camp Claudio Elementary Schoolwas  immediately transferred to our school .  Her first project was the rehabilitation of principal’s office . The wide portion of clerical area was divided . Three fourths of the area was converted into Clinic Room and another one fourth for clerk’s area.  Aside from that the following projects were made thru her administration.  1) widening  of lobby area   2) colored  tiling of the lobby front area 3) small portion of canteen area was converted to dirty kitchen and canteen cabinets were installed.  4) installing of canopy in the washing area  and rehabilitation of washing area for the sake of kindergarten pupils. 5) constructions of classrooms in the 4th floor and transferred of ICT room and stock room from 3rd floor.  6)  rehabilitation of 2nd and 3rd floor boys and girls C.R thru the cooperation of Rotary Club.Three  3 in 1 printers will also given to different grade levels.

May 2018,  Mr. Rafael F. Centina, principal III from Masville Elementary School replaced Mrs. Lanely S. Solito who was transferred to Baclaran Elementary School. His stay  for a couple of months made a lot of changes like the following:  1)  2 small stock rooms from 2nd and 3rd floor converted to Teachers’ Comfort Room    2)   1 Comfort Room for boys was rehabilitated  and installed 6 urinals  3) transfer of Fire exit    3)  Drum and Lyre room converted to Reading and Numeracy  Center    4)  Canteen  manager’s office   5) Rogelio Gatchalian’s Bust monument   6) installed steel doors and windows  and additional aircon for ICT Room  7)  CCTV which was  initiated by Ma’am Lanely and the full implementation was made by sir Centina and   8)  additional  LED TV for classrooms. Continued implementation of Programs and Projects is still on the way.

Through the collaborative efforts of different school heads now our school is proud to serve 834 pupils with 30 teachers. Our aim is to provide more access to basic education that is accessible to various types of learners because we believed that it is an institution which caters quality and equitable education to its learners. Inclusive Education  and different programs, projects and activities are provided to further attain education in a culture- based, child-friendly, gender-sensitive, safe and motivating environment. Teachers attended trainings and seminars to further hone their skills and knowledge to facilitate learning and constantly nurture every learner.  Teaching and non- teaching staff continuously ensure an enabling and supportive environment for effective learning to happen. Family, community and other stakeholders are actively engaged and share responsibilities for developing lifelong and competitive learners as well.
